A majority of people in the UK and a large part of Europe use a phone with a contract or pay as you go SIM. They get their handsets from the network providers along with the connection. Apart from these, all phones on contract are locked to be used for the network that provided the handsets. In order to unlock these phones so that they become usable with other network providers, one has to obtain the restriction code from the original operator. Although most operators give out the restriction codes after completion of the contracts, there are also some who would flatly refuse to give out the same. In that case the phone becomes useless for the user if he/she wants to change the network. So in conclusion I would like to point out that SIM free phones do have a lot of benefit over the phones with SIM and they also allow more flexibility.
